The first thing to know is that although most conversions follow a common pattern, the certifications for each of the reforms that are made are different, as they may or may not affect a certain aspect regulated by a directive.\n\nFor example: All vehicles to be converted must have a battery bank, but one may need a small bank, 70kg of batteries, which can be placed in the boot, without any contact with the passenger compartment and where the chassis and maximum axle mass distribution have not been modified. While another is 250kg, and changes the maximum axle load distribution allowed for that particular model. It is therefore necessary to thoroughly analyse each conversion, design it with the homologation and the modifications to be made in mind, and as a general rule we can advise that the vehicle should be touched or manipulated as little as possible, that the weights pre-set by the manufacturer should be maintained, try to use an engine of similar power, etc.\n\nThere are some classic changes that will always be taken into account when certifying the modification:\n\n<strong>Replacement of the combustion engine<\/strong> The following is an illustration of our prototype retrofit using a Reanult Twingo as an example.\n\n<a href=\"http:\/\/elektrun.com\/wp-content\/uploads\/2016\/05\/83_homologacion.jpg\" rel=\"attachment wp-att-554\"><img decoding=\"async\" class=\"size-medium wp-image-554 aligncenter\" src=\"http:\/\/elektrun.com\/wp-content\/uploads\/2016\/05\/83_homologacion-300x243.jpg\" alt=\"83_homologation\" width=\"300\" height=\"243\" srcset=\"https:\/\/elektrun.lazzario-webs.com\/wp-content\/uploads\/2016\/05\/83_homologacion-300x243.jpg 300w, https:\/\/elektrun.lazzario-webs.com\/wp-content\/uploads\/2016\/05\/83_homologacion-15x12.jpg 15w, https:\/\/elektrun.lazzario-webs.com\/wp-content\/uploads\/2016\/05\/83_homologacion.jpg 865w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a>\n\nElimination of the <strong>fuel tank<\/strong>.\n\n<a href=\"http:\/\/elektrun.com\/wp-content\/uploads\/2016\/05\/82_homologacion.jpg\" rel=\"attachment wp-att-556\"><img decoding=\"async\" class=\"size-medium wp-image-556 aligncenter\" src=\"http:\/\/elektrun.com\/wp-content\/uploads\/2016\/05\/82_homologacion-300x205.jpg\" alt=\"82_homologation\" width=\"300\" height=\"205\" srcset=\"https:\/\/elektrun.lazzario-webs.com\/wp-content\/uploads\/2016\/05\/82_homologacion-300x205.jpg 300w, https:\/\/elektrun.lazzario-webs.com\/wp-content\/uploads\/2016\/05\/82_homologacion-18x12.jpg 18w, https:\/\/elektrun.lazzario-webs.com\/wp-content\/uploads\/2016\/05\/82_homologacion.jpg 805w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a>\n\nAddition of a <strong>battery bank<\/strong>.\n\n<a href=\"http:\/\/elektrun.com\/wp-content\/uploads\/2016\/05\/84_homologacion.jpg\" rel=\"attachment wp-att-555\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-555 aligncenter\" src=\"http:\/\/elektrun.com\/wp-content\/uploads\/2016\/05\/84_homologacion-300x297.jpg\" alt=\"84_homologation\" width=\"300\" height=\"297\" srcset=\"https:\/\/elektrun.lazzario-webs.com\/wp-content\/uploads\/2016\/05\/84_homologacion-300x297.jpg 300w, https:\/\/elektrun.lazzario-webs.com\/wp-content\/uploads\/2016\/05\/84_homologacion-150x150.jpg 150w, https:\/\/elektrun.lazzario-webs.com\/wp-content\/uploads\/2016\/05\/84_homologacion-12x12.jpg 12w, https:\/\/elektrun.lazzario-webs.com\/wp-content\/uploads\/2016\/05\/84_homologacion.jpg 865w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a>\n\nThis is an example of the classic modifications, although many more are normally made, such as the passage of high voltage cables, the removal of the alternator, the addition of a vacuum pump for the braking system, and each and every one of these modifications needs to be certified in Spain by a competent laboratory designated by the Ministry of Industry.\n\nSo let's see what we are dealing with at the moment of truth.\n<h3>Introduction to Spanish procedures and legislation.<\/h3>\nAny small or medium-sized company that needs to work with regulations, even if this is not their day-to-day business, knows that it is a complex, tedious and often confusing task.\n\nLegislation should define processes, procedures, requirements, rights and duties, but in a way that is intelligible to those to whom it is addressed: <strong>the citizens<\/strong>.\n\nWhen we started looking for legislation related to this matter, <strong>elektrun<\/strong> gradually uncovered the jumble of legal texts that apply. Of course, many of them are old, and by necessity they have been renewed, the problem is that there are constant mentions of texts that have already been repealed. The only way to avoid getting lost in the end is to make a map:\n\n<a href=\"http:\/\/elektrun.com\/wp-content\/uploads\/2016\/05\/80_homologacion.jpg\" rel=\"attachment wp-att-552\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-552 aligncenter\" src=\"http:\/\/elektrun.com\/wp-content\/uploads\/2016\/05\/80_homologacion-287x300.jpg\" alt=\"80_homologation\" width=\"486\" height=\"508\" srcset=\"https:\/\/elektrun.lazzario-webs.com\/wp-content\/uploads\/2016\/05\/80_homologacion-287x300.jpg 287w, https:\/\/elektrun.lazzario-webs.com\/wp-content\/uploads\/2016\/05\/80_homologacion-11x12.jpg 11w, https:\/\/elektrun.lazzario-webs.com\/wp-content\/uploads\/2016\/05\/80_homologacion.jpg 777w\" sizes=\"(max-width: 486px) 100vw, 486px\" \/><\/a>\n\nFinally we come to RD 866\/2010, which deals with the processing of reforms made to vehicles after their registration. This is our case. In this RD, the reforms are typified, which are later developed and specified in the <strong>Reforms Manual<\/strong>. At last we see the light, but in reality, it is only the beginning. This reform manual lists all the reforms considered important for each type of vehicle, classifying them in what it calls Reform Codes, indicating the regulations or Regulatory Acts to be applied for their processing, the type of application of the same, the necessary documentation as well as specific tests in the technical inspection, if any.\n\nIn terms of documentation, there are three key points: <strong>technical project<\/strong>, <strong>certificate of conformity<\/strong> authorised refurbishment service and <strong>workshop certificate<\/strong> It doesn't seem too complicated!\n\nAnd why do we say that arriving at the Reform Manual is only the beginning? Because this document refers to the European legislation in force. When we had already got used to the BOE, we entered the EUR-Lex! Again, dozens of regulations, many of them in the process of being updated.\n\nOne of the biggest drawbacks is that these regulations are applied in the manufacture of new vehicles. They were created to ensure that vehicles manufactured in Europe meet a series of requirements, mainly in terms of safety and the environment. We start from a different assumption from ours: we are not vehicle manufacturers, we simply want to transform some of the characteristics of an existing vehicle. This means that it is not always trivial to apply the requirements to our case, and that in some cases it is not clear whether we really have to do so. Of course we agree that it must be ensured that the reform does not act to the detriment of safety.\n\nThis drawback becomes more apparent when the practice of vehicle conversion in Spain is not very widespread. In reality, it is possible to count the number of cars that have been converted and legalised. This means that the official and consultative bodies are not always able to give you the right information, because they have not been in the situation before and do not know how to proceed. They talk about homologation of a vehicle when in reality we do not want to homologate, but to <strong>certify the reform in order to obtain a vehicle registration certificate<\/strong>. Ultimately it is the same, legalising the vehicle for circulation, but we understand that the second should be a simpler process? As an anecdote, when we started to ask for quotes to the authorised technical services of reforms, they included among the tests to be carried out a <strong>shock test<\/strong>.\n\nWell, of the three key documents, the certificate of conformity is the most difficult to obtain. Not because it is difficult to obtain, but because of the lack of clarity and the high budget required. Once again, we are treated as manufacturers, but we are not: how can we consider legalising the renovation if the tests required to obtain the certificate of conformity cost around \u20ac30,000 (according to IDIADA)? A mere test and a formality, whose cost should be symbolic in order to encourage and promote the transformation of vehicles, is the biggest obstacle encountered in the whole process. Is bureaucracy holding back technological progress? It has been explained to us that the electromagnetic compatibility test is complex, and the necessary equipment is very expensive, but is it really that expensive?\n<h3>Conclusions.<\/h3>\nIt is obvious that regulations and standards are needed for any vehicle conversion or modification, not only to ensure safety but also to ensure standardisation and uniformity in modifications. Paradoxically, what has been done with these regulations produces precisely the opposite effect, misinformation and non-uniformity in procedures, prices and regulations. Where some laboratories may require a signed project, others may not, while the regulations may or may not require it.\n\nOn the other hand, the regulations are not up to date with current technology. As an example, we can refer to the regulation 100, where an exhaustive emphasis is placed on the H2 level standard produced by the battery bank, when nowadays, in the industry, lead batteries are not used, which are the ones that generate this H2.\n\nThe prices are exorbitant. What would happen if every car owner had to pay 15000\u20ac to pass the MOT? Well, there would be hardly any vehicles on the roads and the car industry would disappear. And if we ask the question the other way around, what would happen if you had to go to the nearest MOT station to get a vehicle conversion approved and it cost \u20ac60? Well, the fleet of electric vehicles would grow very, very quickly.\n\nThe lack of information is total, if every company has to do the legal engineering work that we have had to do, <strong>elektrun<\/strong>In order to find out the steps and procedures to get a renovation of this category approved, it is very difficult for workshops and small engineering companies to get started in this industry.\n\nWe understand that in other EU countries this procedure is done in one place or ITV station, it costs much less and is much quicker. It would be the equivalent of taking the vehicle to the ITV, leaving it for several days and picking it up once all the tests have been carried out and the necessary certificates have been signed.\n\nThis would be a summary of the current situation for certifying\/approving this type of refurbishment.\n<ul>\n \t<li>Disadvantages\n<ul>\n \t<li>They are very expensive (from 1500\u20ac to 8000\u20ac per trial).<\/li>\n \t<li>Lack of information in different organisations.<\/li>\n \t<li>Slow (INTA can give you an appointment for 3 to 4 months)<\/li>\n \t<li>Lack of competent bodies<\/li>\n \t<li>More public standards are needed (different prices, testing).<\/li>\n \t<li>No infrastructures (1 EMF chamber, INTA)<\/li>\n<\/ul>\n<\/li>\n \t<li>Wishes\n<ul>\n \t<li>They must be cheaper or <strong>subsidised<\/strong><\/li>\n \t<li><strong>Rapidas<\/strong> and efficient (ITV type)<\/li>\n \t<li>Standardisation and <strong>simplification<\/strong> of the process.<\/li>\n \t<li>Re-use <strong>Type approvals<\/strong><\/li>\n \t<li>Agency specialising in electrical conversions<\/li>\n \t<li>Facilities for <strong>small businesses, workshops and the self-employed<\/strong> in the conversion to electric vehicles.<\/li>\n<\/ul>\n<\/li>\n \t<li>Incentives\n<ul>\n \t<li><strong>Financial assistance<\/strong> for laboratory testing for small companies and the self-employed.<\/li>\n \t<li>Incentivise <strong>type approvals<\/strong>(e.g. free of charge. If a type approval is granted free of charge in exchange for being public so that any other company can use it, this would lead to an explosion of immediate electrical conversions).<\/li>\n \t<li>Elimination or <strong>tax cuts<\/strong> to converted vehicles (not only do you reduce your CO2 footprint but you recycle one vehicle and avoid producing another).<\/li>\n \t<li><strong>Aids<\/strong> to new conversion companies. A small company like ours could produce an electric vehicle every 6 days (+ 6 months of certification\/approval).
